Abstract

The inequality in the education funding scheme between public and private schools in West Java is a recurring structural problem. Public schools receive Regional Education Operational Assistance (BOPD) routinely and continuously, while private schools must access funds through the annual Universal Secondary Education Assistance (BPMU) grant mechanism which is uncertain and bureaucratic. This paper aims to analyze the urgency of reforming funding policies through the transformation of BPMU-BOPD into Regional School Operational Assistance (BOSDA) as a fair and integrative solution. The method used is a qualitative-descriptive approach with data collection techniques through policy document studies, interviews with education figures, and analysis of circulars and practices of disbursement of funds for the 2025 budget year. The findings show that the dualism of the funding scheme not only creates fiscal inequality, but also has a direct impact on planning, school operations, and institutional perceptions. BOSDA is proposed as a single funding model based on justice, with a strong legal basis and broad support from education stakeholders. The conclusion of this study confirms that the success of BOSDA is largely determined by the political will of the local government. The implication is that this policy reform demands a sustainable fiscal commitment and equal treatment of all educational units, without discrimination based on institutional status.
